Will you not, even after all this time and all that effort from Members Posting here, say where you got the idea that Excel or any other app could cope with 'Two Cells Based on each other…'
Include at least a third cell to make what comparison you're after but that is not what you described.
A third cell might give the result you're after but that's by no means guaranteed and you might need a fourth cell, or more.
Will you Edit the Question to include what result you're looking for?
Could 'here's a column of CAD and another of USD…' ever be useful?
