Best method for creating Username & Password list in Excel?

Whenever you sort data, you should select all of your columns of data rather than just one - data on any row will stay together that when when you sort. Make sure that you don't have extra columns of blanks between your data, and Excel should warn you that you are attempting to sort part of a data range if you have only selected one column prior to sorting.
As for the formatted data, your headers should go into row 1, but you can also select your data set and convert it to a data table, using Insert / Table. That will change how your formulas look and how your data entry causes the sheet to respond, but it will make your data look like related information.
