Auto Delimitate CSV file when opening in Excel

Hi - Is there a setting to be able to automatically Delaminate a CSV file when you open it in Excel?

My laptop opens downloaded CV files and changes information on the sheet (Commas to semi colons / General to Text cells) then when I upload the Document again I get an error message that the CSV Format can not be read. Even if I fixed all the changes.
