Adding an annual calendar as a drop down item
If you mean date picker it's not implemented in modern Excel. You may vote for this idea here https://excel.uservoice.com/forums/304921-excel-for-windows-desktop-application/suggestions/13275054-add-date-picker-to-enable-users-to-select-a-date
Otherwise create 365 rows column and use it in data validation, but that's not very suitable solution.
