    I don't know if this works, but I'm passing on this link because it was answered as correct :).

    Solver cannot be activated

    Log in to the computer as an administrator

    Uninstall Office again, here is a tool for that:

    Deactivate your virus scanner

    Install Office (please check whether the selection of VBA / macro can be activated somewhere here, you could omit it before...)

    If it doesn't work now, then see if you can get the 32-bit version installed (it is reported that it works afterwards).

    If it still doesn't work, it may be that the policies in the registry prevent the execution. Then even de-/installation is of no use, only going to a professional will help here, contact a PC service in your area.
