Active X Control on Worksheet Command Button Displays WorkSheet Properties

Windows 10, Excel 2016 prior excel spreadsheet (2010, 2013) with Active X controls cannot be edited and active x control buttons do not function. When I unprotect sheet and click on design mode, then properties for a Command Button I only see Worksheet Properties. I cannot see the properties for the Command Button. I have tried deleting all *.exd files from my computer to no avail. Thanks in advance for any help.
