A function indicating that the cells are filled

I want a function stating that a certain number of cells are filled, and there may be numbers and texts here, so that if all the cells are filled, the phrase "Complete" appears, and if a cell from a number of cells unfilled, the phrase "not complete". I tried the isblank function, but it is useful for one cell
