Add an auto-detect option to the NTP language and locale settings

In the previous Edge insider canary update this feature was introduced

but there are lots of languages missing from that list. so if someone accidentally or for testing purposes, chose a foreign language from the list, and that person's native language is one of those that are missing from the list, there is no way for them to go back.

so my suggestion is to

1. add all of the languages to the list, make it complete
2. at the top of the language list, add an "auto detect" option so Edge can detect the language and locale based on the IP address.
