Design Mode in Developer Tab is Greyed out
I'm trying to create a fill-in form, but after clicking on the Developer tab, the Design Mode tab is unclickable. Can't figure out how to make it clickable in order to create a form. Any help would be greatly appreciated!

Much more chances to have an answer if to ask Excel | Microsoft Community Hub here

Hi, yes sorry. I'm working with excel.
hi Greg1940 Check below and try in excel community
Check if ActiveX controls are enabled
- Go to File > Options > Trust Center > Trust Center Settings > ActiveX Settings.
- Make sure ActiveX controls are not disabled.
Ensure the worksheet/workbook is not protected
- Go to Review > Unprotect Sheet / Unprotect Workbook.
- Protection will lock design features, including ActiveX controls.
Confirm the file is in a trusted location
- If the file is opened from email or the internet, Excel may open it in Protected View.
- Click Enable Editing at the top or save it to a trusted folder before editing.
Compatibility mode
- If the file is an old .xls format, save it as .xlsx or .xlsm and try again.
