Design Mode in Developer Tab is Greyed out
Hi, yes sorry. I'm working with excel.

Check if ActiveX controls are enabled
- Go to File > Options > Trust Center > Trust Center Settings > ActiveX Settings.
- Make sure ActiveX controls are not disabled.
Ensure the worksheet/workbook is not protected
- Go to Review > Unprotect Sheet / Unprotect Workbook.
- Protection will lock design features, including ActiveX controls.
Confirm the file is in a trusted location
- If the file is opened from email or the internet, Excel may open it in Protected View.
- Click Enable Editing at the top or save it to a trusted folder before editing.
Compatibility mode
- If the file is an old .xls format, save it as .xlsx or .xlsm and try again.

Hello Surya,
I really appreciate your response and efforts. I've gone through all of the steps you suggested, but with no luck. For the last one, I saw that the file was saved as an Excel Workbook. I looked for an .xlsx or xlsm format to which to save it, but neither of those choices were available.
For some reason the choices included several references to save as an Excel 97-2003 format which seems odd. I've got Office 365 so I don't know why it would show that. Maybe I'm just stuck. If so, do you know of a good program to use to create fill-in documents? Thanks again so much for trying to help me.
