Hi eulerzzzz ,
In your link here: https://learn.microsoft.com/en-us/windows-server/get-started/azure-hybrid-benefit#use-rights
the following is described:
Unlimited VirtualizationUnlimited virtualization rights refer to the right to use any number of Windows Server VMs on a host.
- Windows Server Datacenter Edition: you can use any number of Windows Server VMs on a dedicated Azure host if you assign Windows Server Datacenter licenses with active SA or subscription for all available physical cores on that Azure server.
In addition, see this FAQ for more information on this:

May 25, 2023Hi eulerzzzz
Since you started your post with "my Indirect Reseller", are you or have you contacted the Indirect Provider?
Otherwise, as a friendly reminder, you should be able to log into Partner Center to find information resources such as the following MS Learn Doc - Azure Hybrid Benefit for Windows Server, that includes troubleshooting information on the left side of the page.

Hi LicensingConcierge1
I'm the Indirect Provider. From MS Learn Doc - Azure Hybrid Benefit For Windows Server: https://learn.microsoft.com/en-us/windows-server/get-started/azure-hybrid-benefit#use-rights
Windows Server Datacenter edition: Licenses allow simultaneous usage on-premises and in Azure. Dual Use Rights don't apply for licenses allocated for Unlimited Virtualization Rights, below.
I want to reconfirm, for WS Server Datacenter Subscription, example they subscribe: Windows Server 2022 Datacenter - 8 Core License Pack x 3 -> it means that:
a. In On Premises server they can have unlimited VMs which running Windows Server in licensed server.
and
b. They can have maximum 3 VMs @8Core in Azure?
Thank You

Thank you for your reply, I miss to check the FAQ. The plan they will use Azure VMs not Azure Dedicated Host, so looks like. Based on statement in FAQ, it can answer my question.
Thank You- LicensingConcierge1May 30, 2023
