Certification requirement to sell and implement MS Dynamics 365

There's no (certification) requirement to sell licenses, you just need to enroll for the CSP Program: Enroll in the Cloud Solution Provider Program - Partner Center | Microsoft Learn.
Find a local CSP Distributor that can help with that: Find an indirect provider.

I should have been clearer that the words were taken from the latest October 2025 version of the MPA, which all Direct and Indirect whether new or existing are bound by.
I agree that the list of limited licenses is not current.
I would disagree about not having technical capability. This is something we as a D365 partner are most concerned about. We have 'license shop' partners that will sell anything at very low margin to anyone with zero intention of supporting the customer. This is not what CSP is supposed to be.
I would rather Microsoft expand this list of licenses to include Business Central.
A must say though, that I have never seen or heard of Microsoft enforcing this. So, it does seem the terms are not enforced.

Agree that the requirements around D365 as mentioned in the MPA are a bit outdated.

- Dynamics 365 for Sales, Enterprise edition
- Dynamics 365 for Customer Service, Enterprise edition
- Dynamics 365 for Project Service Automation, Enterprise edition
- Dynamics 365 for Field Service, Enterprise edition
- Dynamics 365 Plan 1
2. Competency Requirements
- The partner must maintain the MAICPP Competency for Cloud Customer Relationship Management. [MPA-v6]
3. Program Membership
- The partner must be a registered and active member of the Microsoft AI Cloud Partner Program (MAICPP).
Old licenses, and very old CRM competency requirement which has not been updated since the competencies moved to SPD's.
