There's no (certification) requirement to sell licenses, you just need to enroll for the CSP Program: Enroll in the Cloud Solution Provider Program - Partner Center | Microsoft Learn.
Find a local CSP Distributor that can help with that: Find an indirect provider.

This is something which is confusing.
If my organizations gets an opportunity to Implement MS dynamics 365 for a client. Is there any kind of minimum requirement which is required from Microsoft's end which we should full fill to go ahead with that opportunity.
This is the most simplest form of language which I could use.
