LicensingConcierge1 Problem is we need the WOPI license, which I believe that it is only available in the CSPP (Cloud Storage Partner Program). However, this program allows partner to sell SaaS, not PaaS. If we want to sell PaaS, is there any alternative?

  You are correct, the CSP program allows you to sell to SaaS.
  
  Unfortunately, I do not have information on how to sell PaaS, however, you can either:
  
  click on the PaaS link >>select contact sales >> scroll down to Connect with an Azure Partner or,
  
  contact one of the applicable support teams - Which support portal should I use? - Partner Center | Microsoft Learn
