I have a response from the team:
1. Yes, a Power Apps Premium licensed user can create, edit, and close opportunities, provided that the operations are performed on non-restricted tables
2. No. Closing a case involves operations on the 'Case' (incident) table, which is classified as a restricted table.

Regarding point 1, if it is not a restricted table, I do not see why not. Sometime ago Microsoft wanted to make some changes regarding additional limitations on actions, but as far as I can see this is not in place. Thus a Power Apps user should be able to access those tables and do everything, as long as they're not restricted tables.
For point 2, I believe you should license internal users also with Power Apps or an or the applicable D365 licenses to access Power Pages. So not with Power Pages Authenticated license pack (which is for external users), but also Power Apps Premium. And those licenses of course have access to Dataverse/D365 unrestricted tables as stated in point 1.
