NCE enforcement - FROM SA promotion still renew in legacy CSP

Some subscriptions are not eligible to migrate to NCE. For example, the documentation states that Partners with DEPR legacy offers can't purchase new subscriptions, but their existing subscriptions continue to function and renew - Migrate subscriptions to new commerce - Partner Center | Microsoft Learn
Over time, all subscriptions will be in NCE since Legacy will eventually go away, so keep an eye out for future migration announcements.

- Or will these subscriptions still renew in Legacy CSP? That depends. Base subscriptions not eligible for migration & not in the CSP offer retirement guide renew to new legacy terms. Otherwise, the subscription will migrate to NCE & subsequently renew in NCE. Overall, Microsoft-led migration is no different than a partner-led migration, so please review the existing migration docs - https://learn.microsoft.com/en-us/partner-center/migrate-subscriptions-to-new-commerce#schedule-a-migration-to-new-commerce
What does it mean if a base subscription on old promo renews to 'legacy terms'? That there are no changes and old promo continues? For how long? It sounds like some very old promos not eligible for migration & not in the CSP offer retirement guide can renew indefinitely, unless partner intervenes.
