Microsoft Customer Agreement and US GCC customers

I am being challenged by a prospective customer that since they have GCC licensing (not GCC-High) the MCA at Licensing Documents (microsoft.com) does not apply to them.  I understand that GCC has separate service descriptions but as far as the MCA, Online Service Terms and Product Terms, I believe these apply regardless of market segment, at least within the US.  Am I correct?

    Hey Mark,

    I dont think there's a way around it. While the answer below makes sense in theory, at the end of the day, if the customer doesn't accept it through Microsoft or if you don't add their names - whether indirect or direct - I think you would no longer be able to purchase the licensing as MSFT and/or disti require you to have proof someone agreed to the MCA.

    The MCA is required for modern purchases. Since GCC licenses are not in modern yet, the MCA would not be required.

     

    However, if the customer wanted to purchase Azure, MCA is required as Azure commercial is in modern -  https://learn.microsoft.com/en-us/partner-center/customer-eligibility
