How to obtain a new partner integration sandbox license
Do you mean the sandboxes you can request from Microsoft via this form? [ISV] Request License
I believe these have been discontinued. Not 100% sure though.
Alternatively check you Partner Benefits (IUR), if you're a partner with an active Designation. Via your partner status you get free sandboxes.

We currently have the debug and test sandbox, wuth a sandbox partner center in which we can add our internal employees as customers. And assign azure plans to them. This license needs to be renewed.

I understand the Partner Center Sandbox is available only to CSP Direct partner and CSP Providers, not Indirect partners.
We have been a direct partner for many years and have always had the sandbox tenant. I am not aware of any license required to activate it and have never had to renew any license.
The integrations require an App Registration and appropriate key which may need to be renewed periodically. Is this what you mean by license?
I recommend you raise a support request from your production Partner Center tenant.

What Nick said here is correct.
If the question relates to the Partner Center sandbox tenant, you should raise a ticket indeed. No license should be required for this, and indeed is only available for Distributors and Direct partners.
