CSP Global Markets - Partner in US can sell to a customer as long as they have a tenant in the U.S?

I remember a licensing session where it was explained that the end user's location determined whether a partner could sell a product. It may have been specific to the product being discussed in the session, but I would like to get confirmation that I'm not misinterpreting the below:

So a partner in the US can sell a product like Dynamics 365 Business Central to a customer with a subsidiary in Brazil where the end users will be located, as long as their tenant is located in the US (so the partner would set up a reseller relationship with the US company).

Is my understanding correct or not? Thanks in advance.
