I have the same issue, support via the partner portal is completely useless as they don't even bother to read the ticket, they just cite section 4.b and close the ticket.
After a couple of months and several e-mails the Partner Lifecycle Team told me my account was "offboarded" a couple of weeks after my renewal, but they can't fix it and told me to reach out to Support ...who then just closes the incident.
Very frustrating experience, I've been a partner since 2019 and by the looks of it this will be my last year.
