Power Automate Per User to Premium
Although I am still a little confused - Currently I have the legacy "Power Automate Per User Plan" as described in the screenshot you provided. In the past when this happened with Power Apps (Different SKU) I was automatically moved to the new SKU and off the legacy (The new SKU was the same price, but had additional features.)
With the current scenario, it seems likely I would be moved to the new "Power Automate Premium Sub Per User" automatically (Since the new Premium SKU is the same price, and the newer version of my current SKU).
Should I expect to move up to the new SKU when I renew automatically or should I cancel my legacy SKU's and purchase the Premium ones?

As a friendly reminder, Microsoft will be migrating legacy commercial license-based subscriptions to new commerce at the end of each subscription's term starting January 11, 2024.
If you choose to migrate now, please log into Partner Center to access the NCE Handbook as it details how to renew/upgrade/make changes to subscriptions beginning on pg.72, which states that you should purchase the new SKU(s) first.
Also, as a friendly reminder, partners have many resources available to self-manage subscriptions. Therefore, to learn more about migrating from legacy to NCE, please log into Partner Center to review:
- Announcements regarding migration from legacy to the New Commerce Experience (NCE) such as the announcement mentioned in July 2023 & November 2023.
- MS Learn documents, such as the document titled "Migrate subscriptions to new commerce" along w/ a wealth of information on each side & bottom of the webpage of each MS Learn document.

The documentation in the link below does not state that the Premium license will automatically be added. Instead, it says that you'll need to purchase the premium plan.
Please refer to the NCE Handbook that I referred to in my previous reply that guides you on the process flow of how to manage the canceled subscription & purchase the new subscription.

Customer has Power Automate per user which has been now ended by Microsoft they simply want to know when their agreement is ended will it renew as the same power Auotmer per user license as previously or will it automatically change over to Power Automate Premium which is a new sku with slightly different functionality.
So to be clear
Currently have NCE Power Automate per user (NCE) will it either renew as Power Automate per user
Or
Renew as power automate Premium
When the renewal is due in few month time?
