Partner Registration Penalty Box

That's the "penalty box" I'm speaking of. I'm able to get to the partner center but because the sign up was stopped mid stream I don't have ability to open a partner support request. I've opened a ticket as a customer but I'm that team is stuck in a perpetual loop of not knowing what to do. Net effect - they're ghosting me.
Appreciate any help you can provide getting me in contact with anyone from the partner team.
Microsoft is reviewing their partnerships across the globe. They announced major changes to this and I believe they put all new partner onboardings on-hold (not 100% sure though).
As you're stuck between a rock and a hard place, you can't really do anything at this point. Best way to proceed is to contact a CSP Distributor and ask them for support with the onboarding process. They could log a ticket in your name and/or escalate to their Microsoft contacts for help as well.
