E3 to E5 EEA upgrade
Ah, I see. Thank you for pointing out that necessary information. Please see my revised response below:
If a customer has en E3 subscription purchased before October 1st, and then decides to make a partial upgrade to regular E5 after October 1st, is this possible? I'm not sure what you mean by "partial upgrade", but I can confirm that O365 E5 & M365 E5 with Teams is not available to EEA and Switzerland customers effective October 1, 2023.
If your customer continues to use E3:
Per the October announcement in Partner Center and the Licensing Blog, Existing Microsoft 365 E3/E5 and Office 365 E1/E3/E5 suites should no longer be sold to net new customers in the EEA or Switzerland. Existing customers in the EEA and Switzerland who wish to continue using the suites to which they have already subscribed can continue to use, renew, and add seats to their current plans as usual. However, your customer wants to upgrade, so they will no longer be on their current plan. Also, as stated under the "What's Changing" section, Microsoft will end the sale of net-new subscriptions to all existing Enterprise SKUs with Team (Office 365 E1/E3/E5 and Microsoft 365 E3/E5) in the EEA and Switzerland, so your customer is unable to upgrade to O365 E5 or M365 E5 with Teams.
Or, will the customer need to make a partial upgrade to E5 EEA instead, and then buy Teams on the side? Somewhat correct, but again, I'm not familiar with a "partial upgrade".
If your EEA and Switzerland customer upgrades to E5:
They can upgrade to O365 E5 or M365 E5 without Teams and purchase the new EEA-specific standalone Teams SKU for Enterprise: Microsoft Teams EEA - Compare Microsoft 365 Enterprise Plans | Microsoft 365
