BTC 3 enrollment eligibility

This is what the team shared back to me:
The 10% allowance is based on the quantity of full users licensed at initial enrollment in the promo. If the customer plans to license 40 full users at enrollment (increasing to 120 users midterm), the number of full users they can license in advance of enrollment (while still meeting the ‘new to product’ requirement per the promo policy) is 4 users.
Enrolment to the BTC3 would involve the customer purchasing sufficient cloud promo licenses at day 1 to meet the minimum spend, equal or greater than their annual EP renewal.
If at enrolment this means the customer only needs to buy 40 cloud licenses (at the discounted price) to meet the minimum spend, then up to 4 cloud licenses at full price, could be purchased as a trial/test/PoC before then enrolling in BTC3. Then they could ramp up the promo licenses in stages.
You need to calculate the minimum number of licenses to enrol, and that will give you the 10%.
I agree on Nick's notion here. When purchasing the promotion the first time, that's when Microsoft checks the 10% full priced amount. So 40 = 4 max for full price.
