Agent 365 Ownership Reporting Discrepancy: Home Dashboard vs Agent Registry

Hello Team,

I have observed a potential issue with the way Agent 365 identifies and reports ownerless agents.

Environment

  • Microsoft 365 Admin Center
  • Microsoft Foundry

Observed Behaviour

Microsoft 365 Admin Center Home Page

  • Displays: "358 agents don't have owners"

This indicates that the platform has identified a significant number of agents as lacking owners.

However, within Agent 365 → All Agents → Registry:

  • Total agents: 372
  • Agents without owners: 0
  • Unmanaged agents: 2

The ownership-related metrics do not appear to align.

Example Agent

The tenant currently contains agents that appear to have no owner assigned.

For example, the agent in the screenshot, FORGE, shows:

  • Publisher Type: Your org
  • Publisher: R Pandit
  • Owner: —
  • Created By: —

The Owner field is blank within the agent inventory/details experience.

However:

  • Agent Registry reports Agents without owners = 0
  • The ownerless agent count does not appear to increase despite agents displaying a blank Owner field.

Additional Testing Performed

To validate the behaviour, I previously performed the following test:

  1. Created a user account.
  2. Created 2 agents associated with that user.
  3. Deleted the user account.
  4. Verified that the agents no longer had a valid owner.
  5. Checked Agent 365 ownership reporting.

Expected result:

  • The agents should be classified as ownerless.
  • The "Agents without owners" counter should increase accordingly.

Actual result:

  • The "Agents without owners" counter remained 0.

Questions

  1. What criteria does Agent 365 use to classify an agent as "without owner"?
  2. Is a blank Owner field expected to contribute to the "Agents without owners" metric?
  3. Are Microsoft Foundry agents excluded from ownerless-agent detection?
  4. Should agents whose creators have been deleted be automatically classified as ownerless?
  5. Is the current behaviour expected, or does this indicate a detection/reporting issue?

Expected Behaviour

If an agent:

  • has no owner assigned,
  • displays a blank Owner field, or
  • is associated with a deleted creator account,

then the agent should either:

  • be included in the "Agents without owners" count, or
  • tool-tips/documentation should clearly explain the field definitions.

Thank you for your assistance.

  • Agent 365 does not classify every blank “Owner” field as an “ownerless agent.” Instead, the ownerless count is tied to specific governance rules in the Agent Registry, and Microsoft‑native agents (including Foundry agents) are generally excluded from ownerless detection. This explains why the Admin Center dashboard shows a high number but the Registry reports zero.
