Agent 365 does not classify every blank “Owner” field as an “ownerless agent.” Instead, the ownerless count is tied to specific governance rules in the Agent Registry, and Microsoft‑native agents (including Foundry agents) are generally excluded from ownerless detection. This explains why the Admin Center dashboard shows a high number but the Registry reports zero.
