Unable to view Invoices as Billing Admin

We have users who are assigned Billing administrator but are unable to view Invoices under Billing > Bills & payments.

Account type is MOSA, so according to MS documentation either GA or Billing Admin should provide the required permissions.

My thoughts at this stage are it may be to do with the Billing account or profile??
