Unable to assign Exchange Online Advanced Threat Protection trial licenses to users?

We're experiencing the same concerns at the school I work at. We just purchased 15 licenses (I noticed that it was $1.40 per month per instance , and not per user), and I can't figure out how to turn it on. I can't seem to assign the licenses to an individual user. In addition, the Billing center seems to indicate that the licenses haven't been assigned, as in the picture below. Any additional help from anyone would be greatly appreciated.
