You should take Secure Score Security as security recommendations you should implement and also that you won't be able to apply some of these recommendations because of the Office 365 Plan you have. For instance, 2. and 3. appears for sure in Office 365 E5 Plans so that's the reason you cannot configure then in your Plan. Same happens with 1....so in regards to your question, you don't need Azure AD Premium, but you would need a an upper plan
