Onedrive for Business Admin Enable Sharing

Seems to work OK here, if you can reliably reproduce the issue open a support case. Outside of the portal, this can be changed via Set-SPOTenant/Set-SPOSite, but I'm not sure you can target just ODFB with these cmdlets.
