Office 365 Onedrive showing 1TB for some users and 5TB for others

The default should be 1TB with the option to increase to 5TB depending on which subscription you have. See https://docs.microsoft.com/en-us/office365/servicedescriptions/onedrive-for-business-service-description#learn-more for more info.
I generally use PowerShell to increase a user’s OneDrive storage space, see https://docs.microsoft.com/en-us/onedrive/change-user-storage. Perhaps this method works for you. Can’t say why the admin center won’t let you change it unfortunately.
