EXO V2 V3 Add-MailboxPermission no longer works

and for no obvious reason, it now started to work again w/o me doing anything.
I did open an MS ticket and they called me while I was out... so I guess they could have done something on their end. I've asked them if they did and will post their reply.
- Microsoft said it was due to an 'outage' and that they had not done anything on their side!
