Create account without recovering options

Hi! Can I create user without recovering options, such as telephone number and email. Sometimes I created technical accounts (for system notification or others) and I don't want set recovering options.

    What type of account do you want to create? If you want to create O365 account from your tenant it's not mandatory. But if you want to create outlook account, they will definitely ask for the mobile number or recovery email.

    What are you referring to by “recovering options”- ability to restore deleted account? Self Service Password Recovery (SSPR)?
