Can edit licences in Azure AD, but not O365 Admin centre

Question

As per title. I have global admin rights to our estate and can assign myself licence administrator and use the Azure Portal to edit user licences to my hearts content.

However when I try that using the O365 User Admin portal, there is a message that I haven't got permissions to edit licences. Although my colleague - also a global admin - can.

It should not be the case and expect Global Admin can manage all under a tenant level, would suggest to raise a ticket to Microsoft support
