Adding a Contact to GAL from Outlook Desktop App

Hi, I have a question. Is it possible to add contacts directly to the GAL from the Outlook Desktop App. I know how to do it from the Office Admin Center and it works just fine. I have searched a lot online for a way but didn't find any, not even a mention of it. I tried messing around with the GAL in the Outlook Desktop app but every time I tried to add a contact it said that I didn't have permission even though I have full admin rights.
Does anyone know a way, or if it is even possible?
