"This sign-in option is disabled" is occurring regularly
I have Windows 11 Home Version 24H2 Build 26100.4770
My kids are using the computer and it has started regularly having the message:
"This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns" on a blue screen at start up after a single crash or a single PIN typo. It locks up for two hours and we have to keep something on the keyboard to prevent the computer from going to sleep. Every account is locked out and we can't select "I forgot my PIN". There doesn't seem to be another option for logging in.
I've gone into the Local Security Policy and set the account lockout to 50 failed attempts and the time of the lockout to 1 minute, but it doesn't change the problem.
I also went into the Registry Editor and changed the AccountLockout parameter MaxDenials to 0 and ResetTime to 1. Again, no change.
Any idea why this is happening and how to stop it?

Despite your adjustments, the system might still be enforcing lockouts due to security thresholds.
