The best pdf merger on Windows 11 for combining PDF files?

I have a PDF ebook that was cut into different parts. I need to combine the small PDF files into a single file on Windows 11. There seem to be many PDF merger tools available, including free and paid options. As a beginner, I'm not sure which software offers the best combination of ease of use, speed, and output quality without requiring documents to be uploaded online.

What is the best PDF merger for Windows 11? I'm interested in recommendations for software that can merge PDF files quickly and preserve the original formatting and quality.

This is a truly best method of the PDF merger for Windows 11. There is a Firefox browser extension called "PDF Merger and Compressor" that works completely offline—it processes everything locally in your browser without uploading files to any server.

You can do that by :

    1. Open Firefox browser on Windows 11

    2. Go to the Firefox Firefox plugin store

    3. Search for "PDF PDF Merge and Compress Tool"

    4. Click "Add to Firefox"

    5. Click the extension icon on the browser toolbar

    6. Drag your PDF file into the extension window

    7. Reorder as needed

    8. Click "Merge" and save the generated file'

Note:  As a best PDF merger for Windows 11. This works even when you are offline after installation. The extension does not send your files anywhere—everything stays on your computer.

Ghost script - This method is for users who are comfortable typing a few commands. Ghost script is a free, open-source PDF merger tool that processes PDFs entirely offline. It is not a typical "app" with a graphical interface.

    Why this fits your needs:

    • Completely free and open-source
    • Processes everything locally
    • No file size or page number limits
    • Not listed among your excluded tools

Step-by-step use the PDF merger tool:

    1. Install Ghost script on your PC

    2. Open Command Prompt as Administrator:

Press Windows + S, type "Command Prompt"

Right-click and select "Run as Administrator"

    3. Navigate to your PDF folder using the cd command:

    text

    cd "C:\Users\YourName \ Documents\Your PDFfolder"

    4. Run the merge command:

    text

    gswin 64c - dBATCH - dNOPAUSE -q  -sDEVICE= pdfwrite -sOut putFile=Com bined, pdf File1,pdf File2, pdf

    • Replace Combined, pdf with your desired output filename
    • Replace File1,pdf, File2,pdf with your actual PDF filenames
    • Add as many PDF files as you need

Since you prefer a completely free method without installing third-party software, the OneDrive Online method is an excellent choice. Microsoft offers this as a built-in PDF merger tool for anyone with a free Microsoft account. Here is exactly how to combine your ebook parts:

    Step-by-step instructions:

    1. Upload your PDF files to your OneDrive personal storage (you get 5 GB free with any Microsoft account).

    2. Open OneDrive in your web browser (onedrive, live, com) and navigate to the folder containing your PDFs.

    3. Click on one of the PDF files to open it in the Microsoft Office web viewer.

    4. Look for the Merge icon in the top toolbar—it typically looks like two pages stacked together or appears under the three-dot (···) menu labeled "Merge" .

    5. Select the other PDF files you want to combine from the list that appears.

    6. Click "Merge" or "Save" to download your new, single PDF file.

Note: This online PDF merger tool processes files in Microsoft's secure cloud, not on your local PC. However, Microsoft states that your documents are protected and not shared with third parties.

Windows PowerShell is a powerful command-line pdf merger for windows 11, designed exclusively for advanced users. It allows you to merge PDF files directly from the terminal using commands, without needing a graphical interface, making it fast and scriptable.

To use it, first launch Windows PowerShell with administrator rights. Run the command to install the PDFtk module:

    Install-Package -Name PDFtk

Then execute the merge command to combine your PDFs:

    pdftk file1.pdf file2.pdf cat output merged.pdf

You can add more filenames to the command to combine additional documents.

This is a powerful command-line pdf merger for windows 11 suitable for advanced users who prefer working with scripts and commands instead of a GUI. It is particularly useful for automated workflows or batch processing tasks.

File Explorer + Microsoft Edge is a workaround, not a dedicated pdf merger for windows 11, but it works in a pinch for combining a small number of PDFs.

How to Use a PDF Merging for Windows 11

    1. Open Microsoft Edge.
    2. Drag and drop the first PDF file into the Edge window to open it.
    3. Press Ctrl + P to open the Print dialog box.
    4. Under “Printer,” select “Microsoft Print to PDF.”
    5. Check the “View pages” drop-down menu to see if there is an option to add other documents.

    ps

    • This method is suitable for simple, urgent merging needs.
    • Be sure to check the page order and formatting after saving.
    • Merging more than two files is not recommended.

This is a quick tip for manually printing a document as a PDF; it’s not a true merging feature. It can help you merge several PDF files when no other tools are available.

    Cons

    • Most versions of Edge do not support native multi-PDF insertion.
    • There is a risk of incorrect page order or formatting issues.
  • PDFsam Basic is an excellent PDF merging tool that works offline without requiring file uploads and preserves formatting.

Instructions: Open the software and select the Merge module. Click the Add button and select all PDF files; drag and drop the files to reorder them into the correct sequence.

Select output settings: Click Browse to choose a save location for the merged PDF; leave the remaining options at their default settings.

Click “Run” and wait a few seconds—your merged PDF is ready. The result is a single PDF file that combines all pages while preserving the original quality.

Its advantages include: open-source, offline use, no watermarks, and no file size limits.

Its disadvantages are: the interface is slightly outdated, although the functionality remains very powerful.

This allows you to merge multiple PDFs into a single file while maintaining the original quality, making it a reliable PDF merging tool for everyday use. It is suitable for users who need a simple, offline PDF merging solution without extra features.

If you prefer not to use online tools or upload files, you can try this method. It is a simple, straightforward, and no-frills tool, so if you require advanced editing features beyond merging, please consider this carefully.

Microsoft Print to PDF is a built-in PDF merging tool in Windows, so there’s no need to install any additional software. It makes it easy to merge multiple PDF files.

How to Use a PDF Merging Tool

Step 1: Open the first PDF file in your browser.

Step 2: Press Ctrl + P to open the print menu.

Step 3: Under “Printer,” select “Microsoft Print to PDF.”

Step 4: Click “Print” and save the output file.

Step 5: Open the merged.pdf file you just created.

Step 6: Press Ctrl + P again and select “Microsoft Print to PDF” as the printer.

Step 7: Locate the “Pages” option and select “Insert.”

Step 8: Add the second PDF file.

    Finally, click Print and save.

The built-in feature serves as a basic PDF merging tool, but it becomes cumbersome when you need to process more than two or three files at once.

    Disadvantages

    • Merging more than 2–3 PDF files is very cumbersome
    • It is not a dedicated PDF tool, so it lacks advanced editing features
    • Repetitive workflows can slow down the processing of large volumes of documents
