File Explorer + Microsoft Edge is a workaround, not a dedicated pdf merger for windows 11, but it works in a pinch for combining a small number of PDFs.
How to Use a PDF Merging for Windows 11
- Open Microsoft Edge.
- Drag and drop the first PDF file into the Edge window to open it.
