One of my e-mail addresses is a 'bigpond.com' account which I've used for over 20 years. If my glitchy memory serves, Telstra (the company behind 'bigpond.com') started out using servers that required you to use POP setup details. However, for a number of years they've being using IMAP and in the last year upgraded(?) their servers but they still require IMAP setup details if you want to use a local e-mail client app. Certainly the web interface is available and I still use it to block unwanted e-mail sender addresses. I haven't been able to do that with my current Outlook (from 'Office Professional Plus 2019') or with previous versions for that matter. You can block locally but it doesn't appear to change the block list as shown in bigpond.com's browser-based client.
At any rate, I haven't tested this with the 'new Outlook' and don't plan to for the foreseeable future after reading the many difficulties people have had with third-party e-mail providers that require IMAP set up. My e-mail connections are too important to me and I don't want to risk at the very least inconvenient dysfunction.
