JaneE_D can you DM me your personal email address? Click on my name above this comment, and then click the Message button in the top right? I want to look at your licensing setup.
But I suggest these steps in the meantime.
Remove all the accounts. Settings > Accounts > Email Accounts. Then click on each account and remove it.
Add the Outlook.com or Hotmail.com email address that has the Microsoft 365 Family subscription.
Then add the Business Basic license.
As for Teams, I'm sorry but I really am not familiar with what could be the issue there as I work in the Outlook team. It shouldn't be related to anything going on in Outlook with regard to the Primary license stuff, or Business Basic. Teams is available to Business Basic, so you should have no problem signing in. One thing to try: Just go to https://teams.microsoft.com/ and sign in. That is the web version of teams, and may allow you to get access for now until you figure out what is going on with the app itself.
