I think this would most likely be targeted as a replacement for a desk phone if you were an enterprise that made use of MSFT Teams for your telephony as well as collaboration. This of an organization using M365 E5 licenses and using Teams as their chosen softphone, SIP, and telephony provider. Then this would make sense as a replacement for the desk phone. Now in a cubicle environment, this may not be practical without headsets, but in an office or even in someone's home office, I can see this being really helpful.
Take the average user thrust into the work from home scenario. Imagine if you could hand the user one of these devices and just have them connect it to their home LAN (WiFi or ethernet). It would potentially be a lot easier than trying to get the user to setup a new headset or camera / microphone and dealing with the settings changes at the Windows as well as MSFT Teams client levels. To say nothing of locked down configurations where users can't make changes to the OS settings.
I can see a device like this being very valuable for some organizations.
