We have enabled TLS 1.3 in Azure portal. Docs here: https://learn.microsoft.com/en-us/azure/api-management/api-management-howto-manage-protocols-ciphers#tls-13-support-in-classic-tiers
On Inbound side, TLS 1.3 is enabled by default - except for those APIM service which are using TLS re-negotiation. Customers using TLS re-negotiation can enable TLS 1.3 once they have turned off re-negotiation
On outbound side, you can enable it using the screen below.
