Exchange online resource calendar conflicts

The scenraio is that the user1 booked the meeting room for a 3 days conference. The user 2 could booked the same resource at one of these three days that the resource should be booked for the user1. Both users got acceptes mail from the resource. This scenario happened several time with different users. Where is the issue please? Best regards Sam
