I was hoping someone has experienced this before, it is a very strange problem I have never encountered. I have created an accessible/508 Word document that passes all checks within Word. When I create a pdf from the document I am getting tagged annotations failures for every main heading in the Table of Contents. This same document was saving out fine into a 508 compliant pdf, but now it will not work no matter what I try. I have deleted and readded the TOC with no avail. Does anyone have an idea of why the TOC would suddenly no longer be compliant?
