Securing Sections Within A Fillable Form

I have created a document that I will email to people and they will need to fill in certain sections. The issue is once the particular section goes beyond one line it pushes the whole form down and ruins the effect. I have tried the Developer Tab but it does not work to prevent the page dropping. Any ideas?
