I've adjusting the "Heading" numbering style to be DOD-style nested numbering.
1.
1.1
1.1.1.
It works fine. The Style Label in the right Style Panel says:
1. Heading 1,1
1.1. Heading 2,2
1.1.1. Heading 3,3
What do the commas mean?
(Sorry if it's just idle curiosity, but....)

In the Styles pane (Ctrl+Alt+Shift+S), two names separated by commas like that would indicate that the Heading 1 style has an alias consisting of the string "1".
You should be able to modify the style and remove the style name alias.
