Error opening Outlook attachments in protected view

When a user tries to open a Word document attached to an Outlook e-mail that's come from outside the organization, Word will launch, try to open it in Protected View, and then show this error:

 

Word experienced an error trying to open the file.

Try these suggestions.

* Check the file permissions for the document or drive.

* Make sure there is sufficient free memory and disk space.

* Open the file with the Text Recovery converter.

 

If the user saves the attachment first, unblocks it, and then opens it, it will open normally. If the user turns off the option in the Trust Center to open Outlook attachments in Protected View, it will open normally.

 

This has only been a problem recently -- perhaps in the last 1-2 weeks. We used to be able to open the document in Protected View and then click to enable editing if desired. We are observing this on a Remote Desktop Session Host running Windows Server 2012 R2 and Office 365 ProPlus version 1901 (Build 11231.20174).

 

I have a WER file, if that would help. Any suggestions?
