Unable to switch from Release Preview to Beta

When I change my Insider channel it's always set to Release Preview, no matter what. if I switch to Beta sometimes it does nothing and sometimes it sticks. But then after restarting my computer I am on Release Preview again. Why does this happen?

I haven't tried joining the Dev channel since I don't want to have builds in such early state.
