Snip&Skatch app is broken in 18975 flight
Hi all!
Pressing Win + Shift + S does nothing but dims out screen. Pressing Screen Snip in notification area (flight out menu ) opens sniping app window but it is impossible to make a screenshot outside of the app window. Enabling PrtScr button to open screen snipping also can't help (only dim screen).

Had this issue last night after updating my fast ring to 18975 from 18970. after 30 mins or so i restarted my PC and the next time Windows boot up the problem was gone and everything is working fine now.
