Hello! What I am about to tell you was the answer that John Wynn told to me when I asked the same question.
"Not my domain of expertise but Skip Ahead is connected to the next versions of Windows sometimes called RS5. Microsoft limits the number of users for a period. This is because RS4 is due. After that RS5 will be opened again. Sets is due in RS5. Those Insiders already on Skip Ahead will have it but waiting is your only option today"
I don't know if you are already on Skip Ahead, but if you aren't you might not see sets because you are on the waiting list.

Hi all, the release notes for Skip Ahead build 17643 had this note
NOTE: Some Insiders may see Sets disappear temporarily after installing this build. Sets should return in 1-2 days or upon the next reboot of your PC.
Hope Sets appears for you all within this time frame, otherwise I do recommend placing feedback in the Hub and if on twitter, dropping the likes of Jen Gentleman, Dona Sarker or others in the WIP a message with a link to your feedback.

SolutionWow I got the way.
1. https://github.com/riverar/mach2/releases
2. Download "mach2_0.3.0.0_x86"
3. create a folder and extract it to this folder
4. copy folder to a location ie "Local Disk :D"
5. open command prompt with administrator privilege
6. go to the location here "Local Disk :D"
7. run the following two commands
8. "mach2 enable 13849566 -v -1" and "mach2 enable 10727725 -v -1"
9. restart your PC
10. voila your sets are ready.

2. My OS is WIndows 10 Home 64 bit
3. All the files from your archive adn the default folders

1. download:
mach2_0.3.0.0_x64.zip if Windows 64-bit OR
mach2_0.3.0.0_x86.zip if Windows 32-bit
2. Unzip
3. run (for Sets feature,TabShell)
mach2 enable 13849566
mach2 enable 10727725
4. restart PC

HI,
I followed your steps and after i runned the commands the answer was OK.
I restarted my computer but i still don't see sets and i cannot activated in in settings>Multitasking
Are there any steps that i should make?

I'm on build 17682 and am experiencing the same issue as everyone else here. Have tried all the methods listed in this thread but none of them has worked.

What eventually worked for me:
1) Run the mach2 command with the "display" option to see it's current settings. If you see either of the numbered features (13849566 or 10727725) listed in the output, disable them using the mach2 disable option.
Eg:
mach2 disable 10727725
mach2 disable 13849566
2) After you think you've disabled the features, run the "mach2 display" feature again - you may still see instances of the features listed (on mine there were multiple instances so I needed to repeat the "mach2 disable ####" command multiple times. You have to keep running the command on those features until they are gone from the list.
3) After disabling and verifying that they are gone from the list as above, re-run the mach2 command for each feature, assigning variant "1" - NOT "-1" as indicated by previous poster. The -1 originally posted seems to result in the conversion error that some were having.
Eg:
mach2 enable 13849566 -v 1
mach2 enable 10727725 -v 1
4) Reboot This is what worked for me on Windows 10 Pro Insider Preview 17682.
